Merchant, Born in London, England, Feb. 18, 1852. Came to U.S. in 1863. and settled in Detroit, Mich., later moved to Bay City, Mich. Engaged as accountant and clerk in mercantile trade; later was active in the lumber business in the firm known as Hitchcock & Baily Company. Presbyterian. Republican, Served as alderman and president of the City Council of Bay City. Elected State Senator from 24th district of Michigan for a term of two years, 1895-97. Deceased.
