Directed development of system cost effectiveness evaluation methodology; methodology for system cost risk analysis, cost models; consultant in cost analysis to National Research Council, and National Science Foundation; organized college course on Program / System Cost Estimating and Analysis; taught at University of Southern California (USC), California State University, Los Angeles (CSULA), and The Naval Postgraduate School at Monterey. Retired.
