Attorney. Chief police prosecutor. Born in Cleveland, Ohio, June 8, 1904. Son of Alexander and Helen (Rydzewski) Rutkowski. Completed St. Casimir's Parochial School in 1918. Graduated from Cathedral Latin High School in 1922 and John Carroll University, College of Arts and Sciences in 1926. Studied law at Western Reserve University, School of Law, from which he received LL.B. degree in 1929. Married Ann C. Gorczyca, May 2, 1933; two children: Raymond and Francis. Assistant County Prosecutor, 1931-1941; State vice president of P.R.C.U. of America, 1931-1934; Director of P.R.C.U. of America, 1934-1941. Elected national vice-president of P.R.C.U. of America for a period of four years, 1941-45. Member of Executive Committee of Democratic Party in Cuyahoga County, Ohio, since 1931.
