Rutkowski, Miecislaus
Railroad specialist. Born in Poland, 1853. Graduated from the Institute of Ways of Communication in St. Petersburg, Russia, 1874. On the Staff of Government inspectors of Railways in Russia, 1874; sent later by the Russian Government on various missions to Great Britain, France, Italy, Belgium and United States, to study the railway systems of those countries; sent again by the Russian Government to Brazil, Paraguay, Uruguay, Argentine Republic, Chile, Peru and Bolivia to study by what means could commerce be extended between those countries and Russia, 1891-1894. Financial agent of Russia in United States, 1894, and transferred in the same capacity to Great Britain, 1903; during the World War I was chairman of the Russian Government Purchasing Commission in London; later at the Versailles Treaty appointed Financial Adviser to the Polish Government in London; retired from active service, 1924. Grand Commander Order of St. Anne, and Russian Order of Stanislaus; Knight Commander of French Legion of Honour.
